Realistically how could a fuel blockade be organised next spring that would not break anti terrorism laws?

Like somebody else said, transaction 2007 should be shot for trying to organise a blockade 10 days before Christmas day in the freezing cold weather. If a cleverly organised campaign in spring 2008 was arranged I am certain that 50% of the uk population would support it.
