Is there a type of boat that is a speedboat and a sail boat all in one?

The hull requirements are different for these types of boat. Nearest you can get is a 'motor sailor'. For a 16 foot hull,expect 12 knots top speed with the engine running,and not much less on a very windy day running with the wind under a big mains'l, fore and spinaker (that's with the wind right behind you) but normally 5-6knots is a respectable speed under normal sail,though it looks faster if you're on a broad reach.sailing right angles to the wind,keeled over hard. Only get those speeds with a fast hull,though. Lot of motor-sailors only manage 8 knots top. Best look for two boats. ..... MPH is a landlubber's term. Never use around boating/sailing people. Big,bad mistake-huge gaffe-Social disaster!!....Have fun..2 boats...one boat is no fun for either of you
